ORGANIZATIONAL PROFILE

Goals and Mandate

The Tanggapang Panligal ng Katutubong Pilipino or PANLIPI (Legal Assistance Center for Indigenous Filipinos) is an organization of lawyers and indigenous peoples (IPs) advocates. It was established in 1985 as a non-stock, non-profit organization.

It aims to implement programs in development, legal assistance, legal education and outreach, institutional capability building, ancestral domains delineation, and resource management planning.

It’s mandate is to be the IPs foremost advocate and partner, actively responding to their legal and development needs, faithfully promoting IPs interests in a manner that enhances their culture and traditions, zealously inspiring justice, unity in diversity, solidarity in all forms of action, and staunchly upholding and defending IPs human rights.

Human Resources

PANLIPI is an organization of lawyers and Indigenous Peoples (IP) advocates that has worked toward the advancement of IP rights in the Philippines. The organization has established expertise over more than thirty years of work with communities on the ground, providing assistance through direct legal services and capacity-building programs to protect and promote IP rights.

PANLIPI works with at least forty (40) out of about 110 ethnolinguistic groups, representing a cross-section of indigenous peoples in terms of geographic locations and cultures. It has played an instrumental role in mobilizing the IPs to effectively participate in drafting, lobbying, final enactment, and subsequent implementation of the Indigenous Peoples Rights Act (IPRA) of 1997, a landmark legislation being one of the first of its kind of legislation for IPs in the Asian Region. More importantly, it has been able to strengthen civil society (democratic domain) among IPs by strengthening IPs’ competence in social dialogue and negotiations; by broadening opportunities for their participation in local, regional, national, and international consultations and by influencing the policy directions favoring indigenous peoples at various national and local government units.

The community facilitators (CFs) of PANLIPI are the organization’s direct contacts with the indigenous people in a particular locality. These community facilitators are trained in indigenous leadership regarding principles, practices, and challenges. They also undergo continuous training. They conduct training as well for indigenous members of the community so these members can also become leaders and independent individuals in the future.

Nonhuman Resources

PANLIPI’s office is based in JGS Building, Scout Tuazon, Quezon City. It has computers, computer printers, complete office supplies, office tables and chairs, a wide collection of books related to indigenous Filipinos (especially their various cultures and sacred rights), voluminous Supreme Court reports, and innumerable articles on indigenous peoples. PANLIPI’s funding comes from, among others, Misereor, a German Catholic Bishops’ organization for development cooperation.
